Inclusion Poll for Strategic Marcomms MIP Set
The Governance Facilitators have placed an inclusion poll into the voting system as part of the responsibilities defined in MIP3. This Governance Poll will be active for three days beginning on Monday, May 10 at 16:00 UTC.

The Strategic Marcomms unit aims to take MakerDAO to the next level of growth through outreach, branding, marketing, and ads campaigns. It will focus on MakerDAO's target audience groups and markets. Our objectives are:
- Increasing the awareness of Dai and the Maker Protocol
- Boosting Dai adoption through promotions and partnerships
- Addressing marketing and PR-related needs from other core units such as priming potential partners for business development and RWA adoption-related discussions
- Evolving and collaborating with other units and the community
The unit, formed by experienced professionals and passionate community members, will oversee the marketing and communications for MakerDAO.

This poll implements an Inclusion Threshold. The Inclusion Threshold is currently set to 3,000 MKR.
If the votes for the 'Yes' option exceed the votes for the 'No' option by at least 3,000 MKR then the following actions will be taken:
- The Governance Facilitators will confirm the inclusion of these proposals within the next Monthly Governance Poll on the Governance and Risk call on May 13, 2021.
- The Monthly Governance Poll occurs in week 3 of the Governance Cycle.
If the votes for the Yes' option DO NOT exceed the votes for the 'No' option by at least 3,000 MKR then this proposal will not be included in this month's governance cycle.

The Sustainable Ecosystem Scaling Core Unit aims to sustainably grow the Maker Protocol’s moats by removing barriers between decentralized workforce, capital, and work.
This decentralized, effective, and scalable economy:
- Has the best and most successful onboarding experience for new participants, with the highest retention rate in the industry.
- Allows everyone to find the capital they need to work on the best projects which (1) optimally drive protocol growth and (2) are most fulfilling for its participants.
- Has resilient safety mechanisms in place that prevent protocol failure while leaving ample space for rapid innovation and experimentation.
Through Opportunity and Risk Assessment, Research, and Incubation Programs, SES aims to provide Sponsorship and Advisory services to grow MakerDAO.

This MIP covers the creation of a Staking Rewards process for MKR token holders, designed to distribute DAI as a percentage of protocol profits. MIP49 would entitle MKR holders to a share of this percentage based on the weight of their MKR staked in the Governance Contract. The implementation method is intentionally left open so that the protocol can adopt a more efficient method of distributing rewards, should one be developed.

The Direct Deposit Module interfaces with third party lending protocols to enforce a maximum variable borrow rate for selected assets. Maker Governance is able to pick a target variable borrow rate, and the module will automatically deposit/remove liquidity to ensure that target rate is hit.

Outcomes
If the votes for the 'Yes' option exceed the votes for the 'No' option then the following actions will be taken:
- These parameter changes will be included in the weekly Executive Vote on the Friday following the conclusion of this poll.
- If the Friday executive passes, then these changes will become active in the Maker Protocol after the GSM Pause Delay has expired.
If the votes for the 'No' option equal or exceed the votes for the 'Yes' option then no further action will be taken at this time.
